* The GrantDaily.com website has this report today and it starts off like this… The Obama administration on Friday announced new standards for detaining terror suspects at Guantanamo, standards that no longer make use of the Bush administration label of "enemy combatant" but that give the president roughly the same powers to keep detainees in custody, pundits say…

* Guardian.co.uk reports it this way Friday… The US government today revised the standard by which it claims authority to hold Guantánamo Bay detainees and said today it would drop use of the term "enemy combatant", which critics say George Bush's administration devised in order to hold prisoners outside traditional legal frameworks… According to a filing in federal court today, the US justice department will only seek to detain individuals who provided "substantial" support for al-Qaida or the Taliban. It also acknowledges that president Barack Obama's authority to hold detainees is granted by an act of Congress and by international laws of war, rather than stemming from his power as commander in chief of the military…

They change the name to appease the far left and other world critics but pretty much leave the Bush Policies intact.
