Joseph Lieberman, a Connecticut independent, and Ben Nelson (D-Neb.) joined 43 Republicans in opposing the bill... Presidential candidates Sens. Hillary Clinton (D-N.Y.) and Barack Obama (D-Ill.) were on the campaign trail and missed the vote. Sen. John McCain (R-Ariz.), a former prisoner of war who has said he believes waterboarding is torture, voted against passage. Obama has repeatedly called waterboarding torture, and Clinton wrote a letter to Bush earlier this week urging him to back off his veto pledge...
