Top House Democrats retreated Monday from an attempt to limit President Bush's authority for taking military action against Iran as the leadership concentrated on a looming confrontation with the White House over the Iraq war.. Officials said Speaker Nancy Pelosi and other members of the leadership had decided to strip from a major military spending bill a requirement for Bush to gain approval from Congress before moving against Iran. House Democratic leaders today unveiled legislation to start withdrawing U.S. combat forces from Iraq as soon as July 1 and conclude their removal no later than August of next year... The bill provides "a timeline for bringing U.S. participation in Iraq's civil war to an orderly close," said House Appropriations Committee Chairman David R. Obey (D-Wisc.)...

"Obviously, the administration would vehemently oppose and ultimately veto any legislation that looks like what was described today (on Thursday)," senior Bush adviser Dan Bartlett told reporters as the president traveled to Brazil.
