Based on a Pentagon report, US Secretary of Defence Donald Rumsfeld on Wednesday said rebels will carry out effective attacks on Iraqis, adding that terrorists remain effective, adaptable, and intent on carrying out attacks on Iraqi civilians and Iraqi officials.
