C.I.A. operating secret detention centers - No evidence such centers ever existed

I got a question...
If the Council of Europe's inquiry into allegations that the C.I.A. had operated secret detention centers in Eastern Europe turned up no evidence that such centers ever existed... How in the heck do we get all these juicy News Headlines from around the world and this country????
