Pakistan/Afghanistan: On Ground Updates - June 09, 2012

Pakistan/Afghanistan: On Ground Updates
“We are reaching the limits of our patience, and for that reason it is extremely important that Pakistan take action to prevent this kind of safe haven.”
Defense Secretary Leon E. Panetta
Kabul, Afghanistan, June o7, 2012

.U.S. Defense Secretary Leon E. Panetta walks with Indian Defense Minister A.K. Antony in New Delhi, June 06, 2012. Panetta and Antony discussed the stable and well-developed defense relationship between the two countries and the possibility of India taking a larger role in Afghanistan.

* NYDailyNews.com had this report up Friday afternoon and it starts off like this… Expressing both public and private frustration with Pakistan, the Obama administration has unleashed the CIA to resume an aggressive campaign of drone strikes in Pakistani territory over the last few weeks, approving strikes that might have been vetoed in the past for fear of angering Islamabad… Now, said a senior U.S. official, speaking on condition of anonymity in discussing sensitive issues, the administration's attitude is, "What do we have to lose?"… Defense Secretary Leon E. Panetta made clear the deteriorating relations with Islamabad on Thursday, saying the United States is "reaching the limits of our patience" because Pakistan has not cracked down on local insurgents who carry out deadly attacks on U.S. troops and others in neighboring Afghanistan… "It is difficult to achieve peace in Afghanistan as long as there is safe haven for terrorists in Pakistan," Panetta told reporters…

* FOXNews.com also had a great report posted up on their website Friday and it starts off like this… Defense Secretary Leon Panetta has not visited Pakistan since taking over as defense secretary a year ago… In a visit to India and Afghanistan this week, he skipped Islamabad again and expressed outright frustration with the Pakistani leadership and the safe havens they provide the Taliban in the Northwest Frontier province, especially the so-called Haqqani network… Admiral Mike Mullen in a parting shot at the Pakistanis did not mince his words when he said Pakistan's intelligence service provides direct support of the Haqqani network, whose fighters are killing US troops in Afghanistan….

US will do whatever necessary to protect forces in Pakistan, Panetta says
.
* DAWN.com has the following report posted Saturday and it starts off like this… So it was a bad sign this week when the US defense secretary joshed in front of an audience of Indians about how Washington kept Pakistan in the dark about the raid that killed al-Qaida leader Osama bin Laden a year ago… “They didn’t know about our operation. That was the whole idea,” Leon Panetta said with a chuckle at a Q&A session after a speech in New Delhi, raising laughs from the audience… The Bin Laden raid by US commandos in a Pakistani town infuriated Islamabad because it had no advance notice, and it was seen by Pakistan’s powerful military as a humiliation… The US and Pakistan are starting to look more like enemies than allies, threatening the US fight against Taliban and al-Qaida militants based in the country and efforts to stabilize neighboring Afghanistan before American troops withdraw…

* HindustanTimes.com has this interesting Book Review that goes in part like this. Pakistani Journalist Ahmed Rashid, an astute chronicler of the troubled region, believes that talk about a peaceful transition to a workable Afghan State in 2014 is delusional, and smacks of tired spin. In ‘Pakistan On The Brink’, a collection of essays on the future of Pakistan, Afghanistan and the West, Rashid’s vision of the region is unrelentingly bleak. Nuclear-armed Pakistan, he writes, is on the verge of State collapse and becoming an international pariah, Afghanistan is far from ready for competent self-rule, and the US has no strategic vision for stabilising the region. So it is hurtling towards “greater conflict and contradiction rather than peaceful resolution and reconciliation”…

CIA Thwarts New Ambitious Underwear Bomb Plot by Al Qaeda Affiliate in Yemen to Destroy U.S.-Bound Airliner

Monday, May 07, 2012

* LATimes.com brings us the following AP report that starts off like this… The CIA thwarted an ambitious plot by Al Qaeda's affiliate in Yemen to destroy a U.S.-bound airliner using a bomb with a sophisticated new design around the one-year anniversary of the killing of Osama bin Laden, U.S. officials said… The plot involved an upgrade of the underwear bomb that failed to detonate aboard a jetliner over Detroit on Dec., 25, 2009. This new bomb was also designed to be used in a passenger's underwear, but this time Al Qaeda developed a more refined detonation system, U.S. officials said…

CIA Drone Kills Al Qaeda No. 2

* The New York Times brings us the following good news and it starts off like this… A drone operated by the Central Intelligence Agency killed Al Qaeda’s second-ranking figure in the mountains of Pakistan on Monday, American and Pakistani officials said Saturday, further damaging a terrorism network that appears significantly weakened since the death of Osama bin Laden in May… An American official said that the drone strike killed Atiyah Abd al-Rahman, a Libyan who in the last year had taken over as Al Qaeda’s top operational planner. Mr. Rahman was in frequent contact with Bin Laden in the months before the terrorist leader was killed on May 2 by a Navy Seals team, intelligence officials have said…

Bin Laden’s Death May Impact Afghanistan, Gates Says
Written by Jim Garamone - American Forces Press Service
Originally posted 5/06/11
.
SEYMOUR JOHNSON AIR FORCE BASE, N.C. - The killing of Osama bin Laden “could be a game changer” that affects the situation in Afghanistan, Defense Secretary Robert M. Gates said here today.
.
Still, it will take time before the situation clarifies, Gates told about 450 airmen at the 335th and 336th fighter squadrons.
.
“Bin Laden and [Taliban leader] Mullah Omar had a very close personal relationship, and there are others in the Taliban who have felt betrayed by al-Qaida -- [they feel] it was because of al-Qaida’s attack on the United States that the Taliban got thrown out of Afghanistan,” the secretary said. “We’ll have to see what that relationship looks like.”
.
Officials may know in six months or so how bin Laden’s death has affected al-Qaida operations in Afghanistan and elsewhere, Gates said.
.
The secretary described U.S. relations in the region as complex. Using Pakistan as an example, the secretary said he would have been astounded if someone had told him two years ago that Pakistan would have 140,000 troops on its western border with Afghanistan and was going to drive the Pakistani Taliban and al-Qaida from South Waziristan and the Swat Valley.
.
“I would have said that’s not going to happen, but it has,” he said.
.
Pakistan has pulled troops from its border with India and has taken thousands of casualties in the fight against the terrorists. Pakistan also allows a huge percentage of the logistics sent to troops in Afghanistan to flow across their country, Gates said.
.
The United States and Pakistan are firm partners in the fight against terrorism, Gates said. However, he added, the Pakistanis may be concerned that United States’ current interest in the region may diminish with time.
.
“At the same time there is no question that they hedge their bets,” he said of Pakistan’s leadership. “Their view is that we have abandoned them four times in the last 45 years, and they are still not sure we are going to stay in the region. They saw us leave after the Soviets were thrown out of Afghanistan in 1989 and they are not confident that we won’t leave again when we have accomplished our mission in Afghanistan.”
.
Pakistan and the United States have to keep working on their relationship, Gates said. At the tactical level -- across the border with Afghanistan -- the relationship is good and getting better, he said. U.S. and Pakistani forces take turns being the “hammer and anvil” with the Taliban stuck in the middle.
.
“I would say it is a relationship we just have to keep working at,” he said.

Panetta, Director of the Central Intelligence Agency: “This mission goes to the heart of what the CIA is all about: protecting America and building a better world for our children. It demonstrates the perseverance, skill, and sheer courage of the men and women who stand watch for our nation, day in and day out. And it is a model of seamless collaboration, both within the Intelligence Community and with the US military. The material found in the compound only further confirms how important it was to go after Bin Laden. Since 9/11, this is what the American people have expected of us. In this critical operation, we delivered.”]

Message from the President to the CIA Workforce
.
Earlier this morning, the President sent this message to the CIA workforce in relation to yesterday’s attack in Khost Province, Afghanistan:
.
To the men and women of the CIA:
.
I write to mark a sad occasion in the history of the CIA and our country. Yesterday, seven Americans in Afghanistan gave their lives in service to their country. Michelle and I have their families, friends and colleagues in our thoughts and prayers.
.
These brave Americans were part of a long line of patriots who have made great sacrifices for their fellow citizens, and for our way of life. The United States would not be able to maintain the freedom and security that we cherish without decades of service from the dedicated men and women of the CIA. You have helped us understand the world as it is, and taken great risks to protect our country. You have served in the shadows, and your sacrifices have sometimes been unknown to your fellow citizens, your friends, and even your families.
.
In recent years, the CIA has been tested as never before. Since our country was attacked on September 11, 2001, you have served on the frontlines in directly confronting the dangers of the 21st century. Because of your service, plots have been disrupted, American lives have been saved, and our Allies and partners have been more secure. Your triumphs and even your names may be unknown to your fellow Americans, but your service is deeply appreciated. Indeed, I know firsthand the excellent quality of your work because I rely on it every day.
.
The men and women who gave their lives in Afghanistan did their duty with courage, honor and excellence, and we must draw strength from the example of their sacrifice. They will take their place on the Memorial Wall at Langley alongside so many other heroes who gave their lives on behalf of their country. And they will live on in the hearts of those who loved them, and in the freedom that they gave their lives to defend.
.
May God bless the memory of those we lost, and may God bless the United States of America.
.
President Barack Obama

The attack Wednesday killed at least eight American civilians at Forward Operating Base Chapman, a U.S. compound in the Afghan province of Khost near the Pakistani border that has been a base of operations for the CIA... "Those who fell yesterday were far from home and close to the enemy, doing the hard work that must be done to protect our country from terrorism," Mr. Panetta said in a message to agency employees. "We owe them our deepest gratitude, and we pledge to them and their families that we will never cease fighting for the cause to which they dedicated their lives -- a safer America."...

* WashingtonPost.com reports... A video taken inside a secret Syrian facility last summer convinced the Israeli government and the Bush administration that North Korea was helping to construct a reactor similar to one that produces plutonium for North Korea's nuclear arsenal, according to senior U.S. officials who said it would be shared with lawmakers today... The officials said the video of the remote site, code-named Al Kibar by the Syrians, shows North Koreans inside. It played a pivotal role in Israel's decision to bomb the facility late at night last Sept. 6, a move that was publicly denounced by Damascus but not by Washington...

The following is from:
The White House
Office of the Press Secretary
Statement by the Press Secretary
Thursday,
April 24, 2008

...
Today, administration officials have briefed select Congressional committees on an issue of great international concern. Until Sept. 6, 2007, the Syrian regime was building a covert nuclear reactor in its eastern desert capable of producing plutonium. We are convinced, based on a variety of information, that North Korea assisted Syria's covert nuclear activities. We have good reason to believe that reactor, which was damaged beyond repair on Sept. 6 of last year, was not intended for peaceful purposes. Carefully hidden from view, the reactor was not configured for such purposes. In defiance of its international obligations, Syria did not inform the International Atomic Energy Agency (IAEA) of the construction of the reactor, and, after it was destroyed, the regime moved quickly to bury evidence of its existence. This cover-up only served to reinforce our confidence that this reactor was not intended for peaceful activities.

We are briefing the IAEA on this intelligence. The Syrian regime must come clean before the world regarding its illicit nuclear activities. The Syrian regime supports terrorism, takes action that destabilizes Lebanon, allows the transit of some foreign fighters into Iraq, and represses its own people. If Syria wants better relations with the international community, it should put an end to these activities.

We have long been seriously concerned about North Korea's nuclear weapons program and its proliferation activities. North Korea's clandestine nuclear cooperation with Syria is a dangerous manifestation of those activities. One way we have chosen to deal with this problem is through the Six Party Framework. Through this process we are working with our partners to achieve the verifiable denuclearization of the Korean Peninsula. The United States is also committed to ensuring that North Korea does not further engage in proliferation activities. We will work with our partners to establish in the Six Party Framework a rigorous verification mechanism to ensure that such conduct and other nuclear activities have ceased.

The construction of this reactor was a dangerous and potentially destabilizing development for the region and the world. This is particularly true because it was done covertly and in violation of the very procedures designed to reassure the world of the peaceful intent of nuclear activities. This development also serves as a reminder that often the same regimes that sponsor proliferation also sponsor terrorism and foster instability, and cooperate with one another in doing so. This underscores that the international community is right to be very concerned about the nuclear activities of Iran and the risks those activities pose to the stability of the Middle East. To confront this challenge, the international community must take further steps, beginning with the full implementation of the United Nations Security Council resolutions dealing with Iranian nuclear activities. The United States calls upon the international community to redouble our common efforts to ending these activities and preventing the spread of weapons of mass destruction in this critical region.
